The Executive Committee Meeting (01/19) was held at 1230 hrs on 31 Mar 19 under the chairmanship of Veteran Wg Cdr ARS Iyer, President Air Force Association, Kerala Branch.
Veteran Wg Cdr ARS Iyer (President) AFA Kerala Branch inaugurated the function and in his inaugural address he spoke about the activities initiated by AFA Kerala Branch for the welfare of Air Veterans. AFA Kerala Branch Honoured Veteran Sgt PO Lazar, who had actively participated in rescue and relief activities in recent flood Thereupon, President moved to the further day’s proceedings.

HOUSE TAX EXEMPTION UPDATES
The property tax eemption was not available for houses larger than 2000 square feet. This restriction is removed now so that an ESM gets exemption for the 2000 square feet area and will have to pay tax only for the area in excess of 2000 square feet. See the paper cutting posted in the GALLERY.

Marshal of the Indian Air Force Arjan Sing DFC passed away on 16 September 2017.
All celebrations at the Anniversary of AFA Kozhikode chapter was postponed and heart felt condolence at the sudden demise of the Marshal of IAF was expressed by several speakers at the function.

Subject: One Rank One Pension (OROP) to the Defence Forces Personnel.
In view of the need of the Defence Forces to maintain physical fitness, efficiency and effectiveness, as per the extant Rules, Defence Service personnel retire at an early age compared to other wings in the Government. Sepoy in Army and equivalent rank in Navy and Air Force retire after 17/19 years of engagement/service and officers retire before attaining the age of 60 years i.e. the normal age of retirement in the Government. Considering these exceptional service conditions and in the interest of ever vigilant Defence forces, the pensionary benefits of ex-servicemen have accordingly, over time, been fixed.
2. It has now been decided to implement “One Rank One Pension” (OROP) for the Ex-Servicemen with effect from 1.07.2014. OROP implies that uniform pension be paid to the Defence Forces Personnel retiring in the same rank with the same length of service, regardless of their date of retirement, which, implies bridging the gap between the rates of pension of current and past pensioners at periodic intervals.
3. Salient features of the OROP are as follows:
i. To begin with, pension of the past pensioners would be re-fixed on the basis of pension of retirees of calendar year 2013 and the benefit will be effective with effect from 1.07.2014.
ii. Pension will be re-fixed for all pensioners on the basis of the average of minimum and maximum pension of personnel retired in 2013 in the same rank and with the same length of service.
iii. Pension for those drawing above the average shall be protected.
iv. Arrears will be paid in four equal half yearly instalments. However, all the family pensioners including those in receipt of Special/Liberalized family pension and Gallantry award winners shall be paid arrears in one instalment.
v. In future, the pension would be re-fixed every 5 years.
4. Personnel who opt to get discharged henceforth on their own request under rule 13(3) 1(i)(b) 13(3) 1(iv) or Rule 16 B of the Army rule 1954 or equivalent Navy or Air Force rules will not be entitled to the benefits of OROP. It will be effective prospectively.
5. The Govt has decided to appoint a Judicial Committee to look into anomalies, if any arising out of implementation of OROP. The Judicial Committee will submit its report in six months.
6. Detailed instructions relating to implementation of OROP along with tables indicating revised pension for each rank and each category, shall be issued separately for updation of pension and payment of arrears directly by Pension Disbursing Agencies.
7. This issues with concurrence of Finance Division of this Ministry vide their ID no . MOD(Fin/Pension) ID No. PC to 10(11)/ 2012/Fin/Pen dated 07 November 2015.

Government announces OROP
- "Despite the huge fiscal burden, given its commitment to the welfare of ex-servicemen, Government has decided to implement OROP," the Defence Minister said at a press conference that was attended by the three service chiefs.
- The scheme will be effective from July 1, 2014 with arrears that will be paid in four half-yearly installments. The base year for calculating the arrears has been fixed at 2013.
- The estimated cost to implement OROP would be Rs. 8,000-10,000 crore and will further increase in future, Mr Parrikar said.
- But the government will stick to revision of pension every five years and not the one, or maximum two years as demanded by the veterans.
- That is not acceptable, the veterans said after the announcement. Another key demand to not exclude ex-servicemen who opted for voluntary retirement from OROP benefits was not acceded has not been included in the announcement.
- "They accepted one point and rejected six points... we are not fully satisfied," said Major General Satbir Singh (retd.) after the announcement.
- Widows, including war widows, will be paid arrears in one installment.
- Since there are many cases of veterans of the same rank earning different pensions, the government proposes to take the average of the maximum and minimum pension paid per rank, while protecting those who earn above average pensions in their rank.
- The veterans and the government have been involved in negotiations for months now. The Prime Minister's Office stepped in last month after the strike escalated into a hunger-strike.
- OROP was a key promise made by Prime Minister Narendra Modi when he was campaigning for last year's national election. OROP will give the same pension to ex-servicemen who retired many years ago as that which soldiers of the same rank retiring now draw. The scheme will benefit three million veterans.

AFA Kerala Branch Ex-sericemen yet to Utilise Health Scheme Benefits
Around 5,000 ex-servicemen and their dependants are keeping themselves away from an array of facilities being offered by the Ex-servicemen Contributory Health Scheme (ECHS), show records at the ECHS Polyclinic at West Hill. Out of the 16,000 ex-servicemen only 11,000 have registered their names in the scheme.
“ A series of value-added services have been included in the scheme for the benefit of ex-servicemen and their dependants from last month, apart from the already existing schemes. A number of Army men who have retired long ago, may not be aware of the facilities being provided here”, says ECHS Officer-in-charge Col R K Nair.
During its inception in 2005, the ECHS Polyclinic had only 4,000 members and the strength has now grown to 11,000. Around 10 value-added services have been introduced at the clinic. They include doctors on call, patient education, blood donors’ forum, palliative care, patient feedback, treatment room, booking by SMS, counselling and interactive sessions with doctors.
In the ‘doctors on call’ facility, the patients can interact with the doctors about their ongoing treatments and other health problems from 2 pm to 4 pm. The members can book the slot by sending an SMS to 8089134363. To check if particular medicines are available at the pharmacy, the patients can call 9656842384.
To ensure transparency in the treatment at empanelled hospitals, in connection with the Unit Trust of India (UTI), a scheme has been introduced, wherein the bills will be forwarded to the UTI by the hospitals, which will upload them online. Doctors from the polyclinic can refer the patients online to the empanelled hospitals. In case of life-threatening diseases, the patients can directly go to the hospital and contact the ECHS desk there. From there intimation will be transferred to polyclinic and they will clear the files.
Experts, including a psychologist and psychiatrist from the empanelled hospitals, will be available on request, to provide counselling to the families of ex-servicemen on issues related to family and mental health. The clinic has a blood donors’ forum, which will help especially those seeking emergency treatment at the empanelled hospitals.
The ambulance facility at the clinic will help stabilize the condition of the patients prior to admitting him/her at the empanelled hospital. There will be three physicians and one dental surgeon at the clinic from 8 am to 4 pm.
